The Maldivian government is taking steps to enhance the country’s digital infrastructure, as discussed in a Cabinet meeting held on February 2, 2025. The meeting focused on strengthening the nation’s Information and Communication Technologies (ICT) sector, following a proposal presented by the Ministry of Homeland Security and Technology. The initiative aims to maximize the benefits of the digital economy, accelerate the country’s digital transformation, and introduce much-needed advancements to the sector.
While the Maldives has already taken steps toward digitalization through initiatives like the eFaas portal and oneGov, an online platform designed to streamline and integrate public services, the government recognizes the need for further progress. Both public and private institutions are increasingly shifting away from physical documents and bureaucratic processes in favour of digital solutions.
The urgency of this transition became particularly evident after a devastating fire forced three government ministries to halt operations, destroying critical paperwork and records. This incident showcased the importance of secure digital storage and reinforced the need to modernize and safeguard data systems across the country.
With this, the framework that the Government is seeking to establish includes:
- Introducing modern legislation and completing the regulatory framework necessary for expediting national digital transformation projects, while establishing a conducive governance structure in the ICT sector for economic development
- Creating an ‘Interoperable Open Data Sharing Platform’ to facilitate seamless data exchange between Government agencies and designating specific Government bodies to maintain centralised registers and repositories that serve as the fundamental ‘Single Source of Truth’
- Developing and implementing national-level central platforms to deliver citizen-centric services and enhance the e-government system
- Digitalising services provided by all Government agencies and State-owned companies to strengthen and expand the e-Government system
- Establishing a National Sovereign Cloud for secure management of Government data, expanding data centre capabilities, and enhancing the digital archive system
- Implementing e-Faas, a secure electronic identification system compliant with international standards and implementing digital signatures
- Cultivating a digitally competent workforce by integrating advanced technology modules in school curricula, providing training in emerging technologies, and establishing a dedicated research, development, and innovation fund in the field
- Implementing a 'Local First' policy that prioritises Maldivians in the procurement of ICT and other technology services for government requirements
- Establishing an Innovation Hub to foster research and innovative solutions in the technology industry
These forward-thinking measures mark a significant leap toward a digitally empowered Maldives, positioning the nation at the forefront of technological advancement in the region. By modernizing infrastructure, enhancing data security, and fostering innovation, the government is not only strengthening the digital economy but also ensuring resilience against unforeseen challenges. As these initiatives take shape, they will streamline public services, boost efficiency in governance, and create new opportunities for local talent in the ICT sector. Ultimately, this digital transformation will pave the way for a more connected, secure, and technologically advanced Maldives, ready to thrive in the global digital era.
