On 18 May 2025, the Government of the Maldives signed 13 new agreements with India, marking a significant milestone in the ongoing High Impact Community Development (HICDP) scheme. These agreements include a major investment aimed at expanding the country’s high-speed ferry network, known as the Raajje Transport Link (RTL) system, under the third phase of the Indian grant assistance program.
As part of this latest development, India will provide MVR100 million to enhance connectivity across the Maldives’ scattered islands through the RTL ferry system. Launched on 12 June 2022 by former President Ibrahim Mohamed Solih, the RTL ferry service was initially rolled out in Haa Dhaalu, Haa Alif, and Shaviyani atolls. Since its introduction, the system has played a transformative role in making inter-island travel more affordable, accessible, and efficient for Maldivians.
At the signing ceremony, Minister of Transport and Civil Aviation Mohamed Ameen reiterated the government’s commitment to expanding this vital transport network. He noted that the current administration is working to connect 81 islands across nine atolls, building on the foundation laid by the previous government. Minister Ameen also emphasized the initiative’s potential to further deepen bilateral ties between India and the Maldives.
The HICDP agreement was originally signed in December 2019 between then-President Solih and Indian Prime Minister Narendra Modi, to promote community-led socio-economic development and public welfare projects. The third phase of the program, announced in October 2024, aims for accelerated completion by the end of 2025—two years ahead of the initial 2027 deadline.
The agreements were formally signed by Foreign Minister Abdulla Haleel on behalf of the Maldives and G. Balasubramanian on behalf of India. Transport Minister Mohamed Ameen signed the agreements as the official implementing agent.
