ACC Issues Guidelines Amid Government Transition

Following the recent Presidential election held in the Maldives, the Anti-Corruption Commission (ACC), has released a statement outlining a set of crucial set of rules to tackle potential corruption and misconduct during the Government's transitional period. The ACC has expressed its commitment to addressing corruption concerns and has encouraged the public and government bodies to report any instances of wrongdoing.

The ACC's recommendations are aimed primarily at government bodies, agencies, and state-owned enterprises (SOEs) to maintain transparency and integrity during this transitional phase:

1. Avoid Launching New Projects: Government entities are advised to refrain from initiating new projects during the transitional period. This measure helps in preventing the creation of opportunities for corruption and financial mismanagement.

2. Prohibit Conduct that May Result in Corruption in Ongoing Projects: It is essential to ensure that ongoing projects are not marred by corrupt practices. Government entities should carefully monitor ongoing projects, ensuring necessary expenditures without introducing new expenses that could be susceptible to corruption.

3. Restrict Signing Agreements Not Budgeted or Planned: To maintain financial discipline, government bodies are encouraged to limit their engagement in agreements that were not part of the budget or planned expenses. This measure prevents unplanned expenditures that can lead to financial irregularities.

4. Restrict Making Decisions that May Lead to Corruption: Government officials are urged to exercise caution in their decision-making processes, avoiding choices that could potentially result in corruption or unethical conduct.

5. Proper Documentation and Filing: Robust record-keeping is crucial. Government entities should maintain meticulous documentation and filing practices, ensuring that no financial or transaction-related documents are discarded.

The ACC, in its statement, also emphasized the importance of reporting any instances of corruption to the commission. It assured the public that it remains vigilant in addressing misconduct and corruption, and it will assess cases that warrant investigation.
