The Ministry of Higher Education, Labour and Skills Development has announced that the Government will arrange financial support for students whose total course fees are impacted by the newly introduced service tax on private education in Malaysia.
In a statement posted on X (formerly known as Twitter) on 8 July 2025, the Ministry noted that the Government is continuously working to provide funding for students studying in Malaysia as well as in other countries. As per the Government's payment plans, the Ministry also confirmed that the newly imposed tax on international students in Malaysia—whose course fees exceed RM60,000 per annum—will be included in the invoices for local students on scholarship and will be disbursed once received.
This announcement directly addresses growing concerns from students who are currently enrolled, as well as those planning to pursue studies in Malaysia. The decision to impose the tax was initially announced by Malaysia's Ministry of Finance in June 2025, with implementation beginning on 01 July 2025.
According to the Malaysian Ministry of Finance, the tax was introduced to strengthen the country’s fiscal position by increasing revenue and broadening the tax base—without placing undue burden on the majority of Malaysians.
