No-Confidence motion against Speaker delayed

The decision to cancel the session due to the Vice-Speaker's inability to attend was promptly made, resulting in the postponement of the much-anticipated session

The anticipation surrounding the no-confidence motion aimed at the Maldives Parliament Speaker, Mohamed Nasheed, had reached its zenith in the lead-up to the Parliament's session on October 29, 2023. This motion, closely watched by political observers, raised questions about the Maldives Democratic Party's commitment to pursuing the motion or withdrawing it, as they had done previously.

However, unforeseen circumstances played a pivotal role in altering the course of events. Given the sensitive nature of the no-confidence motion, which targeted the Parliament Speaker, it was imperative for Vice Speaker Eva to be present during the session for it to proceed. Unfortunately, due to health issues, Eva was on leave, compelling the Parliament to postpone the motion to Monday, October 30, 2023.

This development didn't come as a complete surprise, as Eva had been on medical leave since the previous week. Notably, the Maldives Democratic Party's parliamentary group, responsible for filing the motion against Nasheed, had pushed for the session to proceed despite Eva's absence. They invoked Article 44, which outlines the procedure to be followed in case both the Speaker and Vice-Speaker are unable to preside over a session.

Article 44 stipulates that in such situations, the Speaker should appoint a member to preside, in accordance with Section 82(G) of the constitution. This presiding member should be chosen from among the five members of the house with the longest continuous service, each eligible to preside for three consecutive sessions.

Furthermore, these five members should be designated within the first two weeks after the election of the Speaker and Vice-Speaker, with their names publicly disclosed in Parliament. The order of these members is determined by their tenure of membership, and in cases of equal membership tenure, age is considered. If, for any reason, no member is appointed in advance or if the five designated members are unable to preside, the member with the next longest service will assume the role of presiding at the meeting.
