In recent years, the Government of Maldives has taken significant steps to promote decentralization and empower local councils across the country. Recognizing the importance of granting more autonomy to local governing bodies, this move aims to enable councils to take a more active role in decision-making processes and foster development at the community level.

As part of this broader initiative, the Ministry of City, Local Government, and Public Works, in collaboration with the Ministry of Finance and Planning, signed a landmark agreement on January 27, 2025. This agreement marks a key milestone in decentralization efforts, as it involves the transfer of uninhabited islands to the jurisdiction of respective island councils. By doing so, the government seeks to provide councils with opportunities to manage and generate revenue from these resources, ultimately empowering them financially.

The ceremony, which was hosted at the Ministry of Finance and Planning saw the following agreements signed:

  • Handover of Dh. Minimasgalu and Dh. Fenfushi to Dh. Atoll Council
  • Handover of Raa Neyo to Raa Inguraidhoo Council
  • Handover of L.Bodumaabulhali to L. Maavashu council

Representatives from each Atoll council were present to sign the agreement. On behalf of Dh. Atoll Council, the President of the council Mr. Ahmed Shaafiu, President of Raa Inguraidhoo Council President Mr. Mohamed Jaleel on behalf of Raa Atoll, and L. Maavashu Council President Mr. Amhed Moosa on behalf of L. Maavashu were present and signed the respective agreements.
