President Dr Mohamed Muizzu has announced plans to propose legislative amendments based on the outcome of the April Public Referendum, during a press briefing held on 23 March 2026 at the President’s Office.
The President stated that, should the public decide through the referendum to hold parliamentary and presidential elections concurrently in 2028, the Government would introduce legislative amendments as part of a broader reform package. This may include adjustments to the current parliamentary term.
Among the proposed reforms, the President indicated that consideration is being given to amending the composition of the People’s Majlis to reflect population growth, including the introduction of a stipulated proportion of seats to be allocated to women and individuals under the age of 30.
He further disclosed that a study is currently underway on the introduction of a preferential voting system to enable presidential elections to be conducted in a single round. A review is also in progress regarding the provision designating 11 November as the commencement date of the presidential term.
Additionally, the President stated that amendments will be proposed to strengthen the autonomy of independent institutions and safeguard judicial independence. He also confirmed that the establishment of the Citizen Complaints Bureau is progressing rapidly, with its launch scheduled for July.
