President issues Decree to reconstitute Addu City Council and establish Meedhoo and Hulhudhoo Island Councils

Under the new Decree, Addu will be officially defined as Addu City, comprising the administrative divisions of Hithadhoo, Maradhoo, Maradhoo-Feydhoo and Feydhoo.

President Dr Mohamed Muizzu has issued a Decree to reconstitute the Addu City Council and establish separate island councils for Meedhoo and Hulhudhoo, to strengthen local governance in Addu Atoll.

Under the new Decree, Addu will be officially defined as Addu City, comprising the administrative divisions of Hithadhoo, Maradhoo, Maradhoo-Feydhoo and Feydhoo. This follows Presidential Decree No. 33/2025, which designated Addu Hulhudhoo and Addu Meedhoo as two distinct inhabited islands. The change reflects the outcome of the public referendum held on 25 October 2025, where residents of Addu Hulhudhoo and Addu Meedhoo voted in favour of forming their own island councils.

The amendment has been made pursuant to Presidential Decree No. 2/2025, which outlines the inhabited islands of the Maldives, published on 5 February 2025.

With the implementation of this decree, Addu City will be formally recognised as a city with a reconstituted council, while separate island councils will be established for Addu Meedhoo and Addu Hulhudhoo. The restructuring aims to ensure more effective administration and enhance community-level representation.

The decree will come into effect on the day the next local council members are appointed and their terms commence. Elections for these councils will be held on the next scheduled local council election date.
